There is a very good reason for North America having great weather-related damage than other continents despite having a lower percentage of population living in area exposed to flood damage compared to other continents like Asia and Europe, despite facing a smaller hurricane system than Asia: The US federal government flood insurance encouraging people to build mega expensive houses in hurricane risk zones! In other parts of the world, like Bay of Bengal and Southeast Asia, where the hurricane system is much more powerful than ours as Eurasian continent land mass is much bigger than North America and Pacific is much larger than Atlantic (it's this temperature and evaporation differential between land mass vs. water mass that drives the hurricane system) . . . in those places, the rich build their houses in relatively safe places as they have absorb the loss not taxpayers via government underwriting. The poor in those places don't buy insurance therefore do not show up in the statistics of the re-insurer.
BTW, there's no hint whatsoever in the quoted text human activities are causing global warming. Of course improving standards living may indeed lead to increasing loss due to natural disasters, simply because there's more property to be lost and more insurance claims.
