Its common practice to vent the bath vents into the attic in the upper Midwest. The builder of house would not vent the baths through the roof or out the soffit. No explanation other than he did not like holes in the roof, and didn't like the idea of a soffit vent. He was very good otherwise. He installed pre-made insulated fan vents that rise vertically about a foot+ from the fan, go horizontal 3 feet then terminate in an elbow pointed up. The attic is high and airy with extensive ridge and soffit vents. No problems so far.
We lived next to a single story house in northern Il. that had to have the roof decking replaced on the north side due to rot. There were 4 teenagers and their parents living there = many long hot showers. Our house there, had condensation drip from the bath fans. Stopped the dripping by burying the metal exhaust pipe in insulation.
Apparently venting bath fans into the attic is allowed by building codes. The codes have specific requirements about venting the attic. You don't want to seal off the attic due to the bath vents and moisture that gets into the attic from below, moisture barrier or not.
