California has very mild weather in the major population centers along the coast. Cold, as in ice and snow, seem to be very dangerous as in, driving/traff Sure California has the occasional flash flood, easy to predict, but it seems to me most of the mid-west, south and east can be subject to devastating floods. Then there's hurricanes, tornadoes and just general mean weather.
So between the cold, floods, and extreme weather in other parts of the US, I'll take a California earthquake any day. Earthquakes are over in less than a minute and everything is pretty much where it was before it started, instead of being spread over the countryside by wind and water and instead of lasting days and weeks like flooding and weather. Even severe earthquakes have had relatively modest death tolls when compared to cold, weather and flooding. And the east is not entirely without earthquakes either.
