I'm a roadie, so am just jumping in here, but with your budget I'd spend about $3K for good MTB. That will have a good frame, and decent suspension and components. You can always upgrade the bolt-on stuff. Use it on the trails where it belongs. Then I'd get a hybrid bike with pretty fat tires for city use, or maybe a cyclocross bike but with flat bars. Figure on about $1500-2000 for that one, but you can spend much less.

The tires you want for off-road aren't what you want on a city street (think wet streets), and the ride and handling characteristics of the MTB and city bike aren't all that compatible for double duty.

Alternatively, get the MTB you like and an extra set of wheels on which you can put a smoother tread tire that is better for pavement.
