MEC is a camping/outdoors store in Canada - I think REI is the equivalent in the USA - I just know less about them. Anyway, MEC is well known for providing high value gear for a reasonable price, but they don't sell cheap junk. The price is fair from the get go, and there are no sales (only clearance). Over the past few years, they've added a line of bikes that do a great job at addressing the needs of "normal" cyclists. The bikes are not that flashy - just a reasonably good balance of performance and value. I don't own their bikes - I prefer the stuff in the LBS, but they are a good snapshot of what is out there without so much marketing hype.
See the link below. Mountain bikes start at $700 (but this is very basic, the better ones start at $1200), full suspension starts at $1800+... but never buy a cheap full suspension! From your description, a hardtail should suffice (I still race a hard tail). Road bikes start at $1000. Shimano 109 creeps in at $2000 on a carbon frame. Many city bikes are much more affordable (city bikes can and should be minimalist imho). MEC is very pro-bicycle-commuter.
Even so, they sell a $5k ultegra road bike and a $5k freeride mtb (described as "a great value")... it all just depends what you plan to do with the bike! Those wouldn't be a great value if you didn't plan to road race or huck big stuff, but otherwise they aren't out of line with the market. Can you imagine making a 10' drop and have your bike break to pieces under you? The hospital bill (well not in Canada, but the down time) alone would buy quite a few nice bikes! Better parts cost $$.
