First, I think there should only be one discharge pipe from the hot water heater. Any heater I've ever seen has one inlet (cold water) and one outlet (hot, obviously).
As Bill said, plastic doesn't conform to code. Probably this is true in most places. If you're concerned about heat loss, insulate the pipes.
I think most hardware stores sell hot water pipe approved insulation. We're not talking water pipes with super heated steam, so relatively inexpensive foam will fill the bill.
