Before stating that code doesn't allow plastic pipe, you might want to double check.
CPVC (not PVC) is allowed per newer commercial codes, I'd be surprised if most residential codes do not now allow it.
The typical residential water heater will have a dedicated screw fitting for the T&P relief valve at the top of the tank on the side.
The last heater I bought (couple of years ago) included a pre-formed/cut elastomeric insulation cover for this valve.
The relief pipe ideally would be routed all the way to a floor drain or sump basin, but really it just needs to terminate so that it wouldn't create a hazard to someone standing near the heater. A foot above the floor will suffice. If barefoot, well...
I would not hesitate to use plastic for this pipe, even if some local code didn't allow CPVC for domestic hot water. Granted, if someone were to break the plastic pipe off, and then discharge (either by testing, failure of the valve or overheating of the tank) and burn themselves, you could be liable. The pipe would not fail by normal use.
