One minor thing: Dr Mills has an undergrad degree in chemistry and a medical degree (hence the Dr - it is MD, not PhD). He spent one year of grad school at MIT in the electrical engineering department. His bio is in the link below.
That does not make him an EE (nor does he need to be an EE to pursue this). Engineering is a licensed field like medicine, and graduate work alone does not count towards accreditation. The scenario is no different than someone with an EE undergrad who works in a medical research lab after to get a PhD. They may be a "Dr", but are not licensed to practice medicine. I have colleagues with PhD's in medical physics who work in hospitals, and protocol is that they are absolutely not allowed to be referred to as "Dr" when they are there.
As an aside, Isaac Newton also was not an electrical engineer (but I don't think you meant that).
