Sorry but that's just not possible, unless you're talking about reliability counted in the hundreds of miles instead of thousands. I'm not saying Honda engines are bad, just that they aren't made to be turbo or super charged. The internals are chosen for lightness over sturdiness because Honda likes high revving low torque engines. Especially the pistons are weak point and can't take any serious amount of boost. So to return to my previous point:
Yes you can build a 400HP turbocharged 4 cylinder Honda. No problem. It's just going to cost you a lot of money in upgraded pistons and other hardware. On top of this you still need ECU, fueling, turbo, plumbing, intercooler etc. You can also build a 400 HP Yugo. It's purely a question of spending enough money. But you just aren't going to get that amount of power reliably on the stock internals. Not unless you have a very different definition of what "reliably" means. In my world it means about as reliable as a stock engine and able to take prolonged WOT runs on the German autobahns. That's the kind of reliability you can get from a properly tuned 400HP B234R with stock internals.
I'm not just blowing hot air here either. I happen to know a professional tuner who often finds himself sorting out the mess that occurs when you just throw a turbo kit on a stock Honda Civic and turn up the boost.

On stock internals? Dyno verified and not just a single "turn up the boost for this dyno run" number? A parallel to your story is a Prelude owner here who had his auto tranny blow up twice in the warranty period and again once he was out of warranty. Of course it's just an anecdote that doesn't prove anything.
