1. You can't fairly compare hp/l of turbo charged engines to non-turbo engines. Of course any half decent turbocharged engine will have better hp/l numbers than almost any NA engine. The fact that the GT3 is even close is a testament to Porsche's engineering ability.
2. In your example, stock for stock 126 hp/l (Porsche) is quite a bit more than 113 hp/l (Saab) to start with anyway.
3. You also can't fairly compare a stock engine to an engine that is purpose built. If you want to compare tuned Porsche engine vs. tuned Saab engine you'll be disappointed. Don't forget about how much actual racing Porsche does and how much aftermarket suport there is available.
I'm not saying that the Saab aftermarket doesn't do a great job of wringing out a bunch of power from a small displacment engine, but give credit where it's due. The link below took me about 30 seconds to find and is an article that details a modded 2002 GT2 for the street that's making +260 hp/l (estimated 950 hp from 3.6L) with what looks like bolt-on turbos/plumbing/fuel. So no, it doesn't look like a stock GT2 is fully tuned already. MORE fully tuned out of the box sure, but apparently not so much that there aren't improvements that can be made.
Anyway, this argument is dumb. Both Prosche engines as well as Saab engines operate in the same physical universe with the same limitations. Saab makes a very fine, affordable, world class engine and engine management system with tons of potential. I love my Saab and plan to eventually make somewhere around 200 hp/l with it, but there's nothing that says a Porsche engine can't be made to do the same.
