Oh please don't get me started on this!
In a nutshell, I think the current trend of trying to make everyone's life better by making everything illegal is ridiculous. In particular, it only serves to further diminish the almost-nonexistent concept of personal responsibility.
Beleive me, having been close to events like this one, I have a great deal of sympathy for the children's families and parents. But here's something to consider that I haven't seen mentioned in any of the news reports about accidents with young drivers: doesn't it take a parent's signature for an under-18 person to get a learner's permit or license? Well there's a reason for that - people develop at different rates, and everyone is different. What this means in this particular context is that while many people are ready (in terms of maturity) to drive at the age of 16 or 17, some are not (of course I've met a few who shouldn't be driving at age 30 or 40 either :^) ). And while the state accepts some responsibility in deciding whether a driver should be allowed on the road (mostly in the area of technical skills), the parents must also take responsibility for determining if their child is responsible & competent enough. That's part of raising a child - developing and enforcing good judgement about what the child can do and when.
Also on a more objective note, I have heard of several studies that back up the point that Mike made in his post - that # of years of driving experience is a better predictor of the likelihood of an accident than is age. That's why the car insurance companies do it that way!
