Based on what the written portions of any "test" are I would vote for more time in the car than in the classroom.

I got to do this two times in two states.

At 15.5 years old in Maryland-
Drivers ed class for about 4 or 6 weeks, twice a week. Half the time was spent on instruction of actual road rules with a "textbook" and the other half was how to buy a car and shopping for car insurance. Road time with instructor amounted to approx 7 hours and one of the first things I had to do was get on the highway. Then, got the old learners permit but, being a punk kid I never followed through with the actual real live licensing and over the next year I got to drive with my parents (well just my Mom, Dad was...well a classic Dad..."not my car").

At 19 in Massachusetts-
No need for drivers ed anymore but I would need to get my learners and wait about 2 weeks for licensing. Failed the learners permit the first time. 7 of the 10 questions involved things like the active properties of alcohol and legal limits of consumption. Hey what happen to those "4 people approach an intersection" & "what does a yellow light mean" type questions?? 2nd time was a charm. And I....got to drive with my Mom again (oh joy!!) but, we got to drive my Dad's truck 'cause I had to learn stick. The driver's test....drove around the block & a Rotary too. The instructor got mad at me...she was giving my Mom (who was riding along) instructions on getting back on the highway and also gave me directions at the same time..."...and take that left...I SAID TAKE THAT LEFT!!!". She later remarked after exiting the vehicle that if I had not done the reverse along the curb or the 3 pointer as well as I did she would have failed me for not following directions?!?!.

Oh and all that great insurance info I learned down in Maryland...."Your in Mass now boy"...forget it!
