My insurer (USAA) told me recently that -- in California anyway -- they cannot use the age of the driver as an explicit factor, so they use the number of years as a licensed driver as a proxy for it.
In my son's case, rating him by years of experience was more rational because we came back from many years in Hong Kong when he was 18 and he had never driven before then. He got his first license when he was 19. So now, at 23, he is in a rate class with people who are mostly three years younger, assuming the normal young driver got their first license at age 16.
