So what's a kid supposed to do between the ages of 16 and 18 if he/she has to work? Not everybody gets to go to college. Not everybody gets college 100% paid for. Not saying washing dishes until midnight will make anyone rich, but it certainly helps. Let's say kid number 1 goes to hockey from 8-10 every night. Kid number 2 works from 6-12 at the restaurant. Both are in opposite directions. Now you've got about 4 hours a night of shuttleing everyone around.
I think teens have probably always driven like idiots. And I don't think it's necessarily age related, it's just a matter of experience. These kids should have better eys, ears, and reaction time than adults. Where's the problem? Experience. So if you delay this experience until they are 18, ooh - let's make it 21!!! - you'll still have problems, the age range will just shift.
I say we give all 14 year-olds permits and make them drive with mom and dad until their 16. Then let them take the car out on their own.
While we're at it, let's make them all learn how to handle firearms safely, too. Mandatory gun ownership.
I think the crux of the problem is giving every kid in america 200+ HP machines to drive around. That's ridiculous. Kids haven't changed. Physics hasn't changed. But the cars sure have. I'd like to plot the curve of teen fatals against the curve of average HP and see how they compare.
We drove like idiots in the '80s, but my friend's Chevette had an absolute top speed of 77 MPH. My moms Pontiac 6000 took probably 15 seconds to reach 60. Dad's F150 had a 300 cubic inch straight 6 and was tough to get up past 70 MPH in. Not that we couldn't have killed ourselves (we came close), but I think it was much more difficult.
Oh, and what is TOTALLY unneccessary and kills more kids than cars or guns??? Back yard pools. Let's fill 'em all in with dirt. We gotta save everybody.
My .02.
