Far too many kids see a driver's license as a given.
IF they actually had to demonstrate the ability to do ANYTHING other than a K-turn and parallel park I imagine we'd see a much different drivership on our roads. The problem is not that kids don't care, it's that they don't have to care. In NYS the permit test was given to a 3rd or 4th grade class, 90%+ passed it. I would suggest a minimum 1 year permit period with a certain requirement for driving conditions, back roads with only tractors and geese does not constitute driving experience imho. Then driving only in daylight hours, with no other teenagers in the car, unless supervised by a front seat adult passenger.
As for a road test I suggest actual driving on city streets, highways, biways in rush hour traffic.
I also agree with a re-test for those with their licenses. I'm thinking every 10 years from 16 on and once you his 60, every 5 years, when you hit 80 every year. Too many people are killed when someone thinks they're in park or thinks they're hitting the brake instead of the gas.
The statistics are there, but we have to approach it as testing ALL drivers because the blue hairs (q-tips) will never go for mandatory testing after a certain age, and since they have HUGE voting numbers that sort of law wouldn't pass without their approval.
