About raising driving age does not affect accident rates, I would ask you to look to Europe, where 18 driving age and 16 drinking age, coupled with more stringent driver education, greatly affect accident rates.
I guarantee you a 41-year old with 1 year of experience driving is an entire world apart from a 17 year old with 1 year of experience. My problem driving when I was 16-17 (and 18, I'll admit) was not my lack of experience. It was my incredibly disregard for my own and other's safety. I still drive fast, but not reckless.
16 year olds who kill themselves in car accidents rarely, if ever, do it driving near the speed limit and in controlled conditions. This may be anecdotal, but it always seems as if it is because they are either a) racing or b) drinking. Those are two things you learn to cope with better later in years.
I really don't believe the 41 vs. 17 argument :)
