Don't forget you are talking Imperial gallons versus Us Gallons. The Imperial gallon is about 1.25 US gallons. That means you 35 MPG Imperial works out to about 28 mpg US. It's not as good as you think. Not to mention more stringent safety regulations.
Another think to consider is how people in the Us use their cars. In Europe a car is a mode of transportation, whether for practical purposes or for fun. In the US a car is considered a sort of mobile house. We live out of our cars far more than people in Europe do. While day to day commuting may under utilize a car's size, in the US we want our car to be able to deal with those larger carrying jobs, carrying more people when you need to, and spending more time in our cars.
