CO2 in the atmosphere is not constant in this model, but the amount of carbon in the biosphere is. Of course, this idea doesn't speak at all to the question of global warming. The temperature may well have been greater back in past eons. But with the way we have populated the planet, we kind of depend on the climate staying pretty much the way it is. So even if the sea level was higher before the last ice age, a rising sea level today would be mighty inconvenient for many parts of the world.
Personally, I'm amazed there's that much ice on the polar caps, that it could raise the sea level a significant amount.
