Yeah, a 2006 9-3 should be cheap, safe, and fairly reliable. The only problem is if something does break, it may be more difficult to get serviced than a domestic or asian.
Honda Civic improved a lot with the new body style (2006+)... they are still reliable, and a fair bit better built and safer than previous generations. I would take that over a Mazda 3 personally, but used cost might be higher than the mazda, and possibly also more than the SAAB! And between the 2, I'd take the SAAB.
There was a list posted either here or on the general bb a few weeks ago re the iihs recommended used cars (basically for this demographic) from a safety perspective, and the ng9-3 was the cheapest option on the list! The Civic did not make the list. Nor did really many (any?) other small cars... not that civic nowadays is that small, but it is on the edge I guess. Most small cars are not that safe in spite of crash test ratings - they're ok for hitting stuff, the problem is when stuff hits them, especially big heavy stuff like SUVs and trucks.
Modern VW look nice, but many are not that reliable. Old ones used to be better. A long time VW family I know is largely giving up on them.
Again, I would get the saab (and quite frankly, I wouldn't worry too much about the interior if it is going to be her car, right? eg if there was a better priced, taken care of 2007, and 2008+ looks better on the outside anyway!)...
