yeah, I found that logic strange as well. Many of the tiny women I know like to drive great big SUV's because it makes them feel bigger and they can sit way up high above the other cars on the road. (equally strange logic imho)
I suspect it has less to do with her size and what fits vs personal preference? I can see how the 9-5 could feel a little big - I find ours is as big a car as I'd want to drive and it definitely feels less nimble than our c900's (even after some upgrades). It is however very safe and a fantastic touring car. I'd rather put my kids in a 9-5 than most stuff on the road! But I can see how someone who didn't need all that space might want something a little more nimble... just if one goes too small, the cars aren't as safe. 9-3 (and S40/V50) is probably right in that sweet spot of nimble size and good safety. The drawbacks to me (limited backseat leg room etc) would not be drawbacks to her!
2 relatively small cars that came out well in the iihs list were Golf and Mini. Not sure how either are for maintenance for a teen, friends who have these seem to have more issues than we do with the saabs, but iihs at least feels they are safer than most smaller cars. I was quite surprised the new style civic didn't make the list (bigger and safer than previous generations of civic).
