Now on XP: Still stuck at "access denied"

I got XP installed, then directly installed the Saab 2008 TIS 2000 disk, then installed the driver and "Patch.exe" from the same disk. I started TIS 2000, then registered the USB Security Key in the "Configuration > Security Device System Driver". But at the bottom of that screen it still says "GM Access Server is not Detected". And the same Error, "E3324: Access to Security Access was denied !" shows when attempting to launch the "Security Access" part of the program.

Can someone with WORKING Security Access please help me know if on the "Configuration > Security Device System Driver" if you see the message at the bottom left saying "GM Access Server is not Detected"? I think that is the issue. I saw other places there are some services running that maybe enable this? Can you confirm what services they are? From "Win + R > services.msc" you will find them there.

Thanks for any further help. I think at this point getting some shared knowledge with someone who has a working system is what would help the most.
