OK, so it sounds like you have the air distribution motor out, and by all accounts it seems to work and you can move the lever and the airflow changes as might be expected. Perhaps the 13 code is resolved?
When you first started the thread you also mentioned an 11 code, which relates to the right blend door, which is part of the process to mix hot and cold air to feed to the vents. There are two of these (same type of motor as what you’ve been playing with) - one is on the drivers and one is the passenger and they work together but are controlled independently to give Saab’s attempt at two-zone heating.
In the photo I attached, you’ll see that Platonoff was going after the distribution door on the passenger side, but in the upper right you will see a silver motor just above the area he repaired. That is the passenger side blend motor, and would potentially be the source of the 11 code you had, and would impact the regulation of temperature. You can pull the motor as you have been, test it the same way; again it’s not likely the motor but rather something in the plastic parts the motor drives. Look carefully at the stop arm that clips onto the airbox shaft - that’s the most common failure.
Water in the drivers side — likely unrelated. If roof drains are clear, you could have a blockage in the drain from the airbox. If you look under the car (essentially under the front seats) you should see a circular nipple (one on each side). That’s where the condensation from the air box drains. Take a stiff piece of something like weed trimmer line, feed it up the drain as far as you can and pull it out to see if you break up any blockage. Or try some gentle shop air.
