it could be the stepping motor.. but other common possibilities include a broken shaft, or cam.. or even a stuck/binding flap...
Since both sides of the cabin have the same issue, then its likely an issue with the either the mixing flap, shaft or motor, associated with the overall air mixing flap. The flap is located on the drivers/left side, but it's corresponding stepping motor is on the opposite side (passenger/right). However; there are 2 motors on that right side, so make sure you're looking at the correct one..
You can try removing the stepping motor, and see if the shaft/cam assembly is damaged/cracked.. and try rotating it manually, to see if the flap moves freely.. You can also visually check the motor , to see if the gear is moving while testing the controls...
