Since you say that you have a spark and no fuel at the rail then clearly something is keeping your pump from running. If the pump runs (assuming that the line to the rail is intact) then you'll get pressurized fuel at the rail. Commonly when a car sits and then the pump doesn't run it's due to the fuel pump relay being corroded either internally or externally. It can also be the system relay which is identical to the fuel pump relay and right next to it. Justin is suggeting tht you pin test the relay sockets for 12V, gnd, etc. and you can hot wire the pump from that socket to confirm a bad relay and a good pump circuit. If you have the center console out of the car then I'd go ahead and remove the bolster before dealing with the relays. It's much easier that way. The problem may be at the pump and you can hot wire that with 12v too to prove the pump. If you need the electrical schematic for the '88 LH2.2 fuel system I can probably scan and email it to you.
