Still a lot of possibilities.

Here is where I'd go:

Check pin 86 and 30 on the system relay for power (don't think key position matters)
Check pin 85 on the system relay for ground with the engine cranking
Check pin 85 on the fuel system relay for ground with the engine cranking
Check pin 86 on the fuel system relay for power with the engine cranking

Lots of tests...

If you have an injector test LED, it would be useful to connect it up and see if the injectors are doing anything while you're cranking.

I would also try swapping the ignition control unit from the '90 (assuming it's a turbo) into the '88. I've never seen an ICU fail in this way (spark still works, ECU doesn't) but nothing says one couldn't.

You know, one thing that occurs to me - on the bottom of the relay block for the ECU are two single wires with black connectorsa. Wires should be brown and white. Unplug them from the wires they are connected to, and connect them to each other. That will bypass the overboost switch, which could cause these symptoms.
