If you hadn't said that you changed out the ECU, I'd have bet that, based on what you say the noid light does, that the transistor in the ECU that switches to complete the injector circuit is getting weak. All 4 injectors fire together and are triggered by a single transistor.
There's a slight possibility that you have 2 bad ECUs, but it seems more likely that the car has a grounding or battery cable issue.
How is the ground at the radiator crossmember and how are the grounds at by the AIC valve? Are they clean and on their proper screws?
What voltage do you measure between the negative battery terminal and the positive connector up on the passenger side inner fender?
FWIW, if the transistor in the ECU is indeed bad, it it can be replaced: BDX53C - Mouser has 'em
If you do a Google search for "BDX53C SAAB ECU replacement" (w/o the quotes), there's a page on another SAAB site that shows how to do it.
