Thanks for that, Bernie. Your theory might hold water, as this problem occurred after the car sat idle for a few months with a bad clutch MS. I live near the ocean, and salt water vapor gets into everything; I actually eyeballed the cable between engine and chassis, but thought "Nah, it' good". However I'll revisit that.
But no, I haven't yet solved this. On advice from master Saab mechanic Mike Schadan, I got a (hideously expensive) chemical called "Stabilant 22A". It's a contact enhancer, and because of all the high impedance signals flowing from various sensors, even "clean" contacts could be limiting signal flow. He said "treat every contact". Big job that. I have a '79 combi that I can drive, so the problem with the '89 has been tabled until I can get a few hours to treat all the contacts.
Hopefully after that I'll have some good news to post.
