The glass cleaner did work but you are dealing with some thing more than dirt so who knows. But I think it’s worth a try if the only alternatives are replacing the lights or prying the glass off. You could put the headlight glass down and let them soak. I know on the 9-5 the glass on the older models is held on with little black clips and then there is a rubber gasket which makes getting the glass off fairly easy. The glass was replaceable. It easy to see if your model has the clips because they are about half an inch wide and shaped like a C. With the clips there is no sealant involved, the gasket does the sealing. Sometimes for these old cars decent headlights are available for little money as the market disappears, if it comes to that.
