Yup, LEDs themselves produce much less heat than an incandescent for the same amount of visible light output (LEDs are narrower spectrum semiconductor devices, what you see with incandescent is the tip of the iceberg of the Boltzmann distribution, so lots of energy wasted in the IR)...
However, high power LED assemblies can still get hot, have heat sinks etc, partly due to associated electronics. Not sure why the white film? Are the headlights dot or ecode? Imho, I would go to ecode over dot if you haven't already and probably avoid led if nothing else due to light distribution issues.
