The Zirconia sensor does require a reference supply. The voltage generated is due to a difference in oxygen concentration on opposite sides of a ceramic element - effectively forming a battery. I assume the supply is necessary (rather than a sealed reference) because the oxygen gets used up in the reaction.
See the link below, which mentions the reference.
However, electrical wires are designed for carrying electrical current. I know of no data on the oxygen flow-rate for any electrical wire!
