electrical solder(and most others) are for soldering copper. High quality low temp wire is lead or silver coated copper, but a high temp stainless wire has to be mechanically fastened or welded. And you can't weld copper with normal proceedures. If its a type of wire that has a non solderable coating over copper, sometimes scrapping the coating off will allow soldering.
