It would depend on the type of failure, and which valve.

With a T5 valve, if the "more boost" MOSFET shorts out, it will always ask for boost, and if it burns out open (high resistance) you would never get any boost. Similarly, if the "less boost" MOSFET shorts out, you would never get boost, but if it fails open, you would get overboost.

With a T7 valve, you only have one MOSFET involved, and it can only call for more boost - failure modes would be the same as the "more boost" MOSFET on a T5 valve. It could go either way depending on the type of failure.
