If the tires are fairly close in spec and tread it probably doesn't matter much, but the classic tire store situation is four worn tires and a customer budget for only two, good tires to the rear.
A tire dealer is unconcerned with steering feel or other things like that and is just trying to prevent an ultimate tragedy caused by a much more likely blowout of a worn tire. Also in any low traction situation, rain, snow, whatever, having the good tires to the rear helps keep the front going forward. With the truly bad tires at the rear a car will have much greater tendency to want to swap ends, especially in an emergency situation where the brakes are used, like most emergencies.
Counter-intuitive, especially with FWD, but very true, good tires to the rear.
