Ask where does the liability come from?... From people having accidents with good tires on the front....
Classic situation, four worn tires but the customer can only afford two, so which end to put the on? The REAR, every time. New tires have tremendously more grip than worn tires, despite the worn tire similarity to a racing slick. The difference in traction becomes greater the more slippery it gets. You're only trying to prevent the ultimate catastrophe, unconcerned with slightly better steering feel or other excuses to put the good tires on the front. Ultimately when traction breaks down good tires on the rear, tires with more traction, keeps the front ahead of the rear, every time.
Blowouts and spins come with deceleration. Blowouts and tire problems are much more likely with worn tires. Spins and emergency situations are best controlled with the traction at the rear. With the traction at the front a spin is much more likely.
Here's a good one for you, which is safer and easier to handle, a blowout at the front or the rear? Front blowouts leave one steering wheel and lotsa' traction at the back, car continues straight. Rear blowouts almost always cause a spin.
