If you put the better tires on the rear, as you approach the limit you will get understeer (front ends slides). Most inexperienced drivers are much better at controlling understeer, so the tire companies tell you to put the worse tires on the front.
Me, I like the front end tied down at all times. I'll deal with the rear. Considering that in a FWD drive car the front tires steer and power the car, I think you definitely want the good tires up front - especially in wet or snow conditions.
