I think for the average driver who has no clue about controlling a car in a skid or slide it's maybe OK to put better tires on the rear. Then they can see what they're going to hit, close their eyes and hang on tight. But for people who know how to drive reasonably well, a rear wheel skid is probably pretty manageable. Having encountered both understeer and over steer at high speeds on both public roads and on tracks, I'll take oversteer any day. IMHO, it's easier to correct for, and more quickly, than understeer.
However, also at issue here is just how different the tread depth really is. If you're making a new tire to half-worn comparison it's different than if it's say, 5K-10K miles.
