If your tread is so far gone that turning traction is compromised the tires shouldn't be on the road, period.
Having said that,
Conventional wisdom says rear, which of course I never do.
I rarely have a large difference, front to back.
though for several years I rotated (summers) in such a manner I was replacing one pair every year or two, new on the front, old to the rear.
Traction for takeoff is pretty easy to compromise (these cars anyway)
Snow tires are different - keep those even and replace as a set, no questionable tires allowed.
