I canoe the streams of Michigan, and when the deposit went into effect, the number of cans on the bottom of the rivers were drastically reduced. I still fly fish those streams, and find the old steel cans with triangular holes punched in them from many years ago. Shifting stream sand exposes these relics. There would be thousands per mile of river without the ban.
In Ohio where I live, state workers pick up litter along the Interstates several times a year. You can see through the transparent bags that 75% of what they pick up is cans. Hundreds of bags of them per mile.
I've read studies on how much money is saved in clean-up fees in states that have a deposit law. It is in the millions per year. Also the stores make money from folks that don't return all of their cans. Another benefit is that a much higher percentage of materials are recycled.
I'm not sure what the disadvantages to a deposit law are, but in Ohio the can makers have successfully fought off any attempt to implement a law here.
I can say that the roads and rivers of Michigan are much cleaner now.
