It is just such a hassel. I lived in MI when it went into effect there. Lot of places stopped selling cans and went just with bottles. Apparently they thought cans were more of a hassle I guess. Places wouldn't take returns unless they sold that particular item and container type. Just made it a real hassel for people. Also, people would just stock up with cases of stuff when they were over the border and we were close enough people often were so it hurt local retailers. Left MI couple years later and have lived in no deposit states since. I think at one time it made a difference in the litter but people don't seem to be as bad as in the past. There is a recycling mentality and most people aren't that inconsiderate although there are always some jerks of course. At times there seems to have been enough of a recycling value for cans that even the no deposit stuff gets collected in many places. Better answer is very high fines for intentional littering; $1000+ sort of thing like some states. Plus make them spend a few days cleaning ditches I say.
