Good Idea in CA, bad execution. When I moved to CA last year I immediately noticed our CRV (California Refund Value) on all cans and bottles. When I asked how to get that back, I was told to take it to a recycling center. So, where the heck are these recycling centers? No one can tell me, no one seems to know. Now I see homeless people loading up carts full of cans & bottles, so they must know. My old apartment and current condo have regular dumpsters and recycle bins. The 2 types of recycle bins are one for paper and one for cans/bottles. Everyone recycles, but no one gets the CRV.
So it seems to be to be another invisible tax.
Here's some info from a FAQ about the CRV going UP this year... Seems like it IS the huge scam I thought. Price goes up to "encourage recycling", when it seems like most folks already recycle. They have a hands off approach to helping you find recycling centers. They charge by the bottle or can but there is a "by the pound" buyback program. So the recycler is buying back at wholesale on the material, regardless of the CRV. SCAM.

A. On January 1, 2004, CRV will increase to 4¢ for beverage containers under 24 oz. and 8¢ for containers 24 oz. and greater.

Q. Since the CRV rate is going up, are we going to be able to get paid per container instead of by the pound?
A. The consumer continues to have the right to be paid per container when bringing in 50 (fifty) containers or less in a single load. Some recyclers, at their discretion, may redeem more than 50 containers by count.
Q. Does the department plan on certifying more recycling centers in order to make recycling more convenient?
A. The Department continues to strive to provide the maximum recycling convenience possible. AB28 does not address the need to certify additional recycling centers.
