I agree, they work, but their history's kind of interesting...the option to recycle wasn't really an option back when these deposits were first conceived. In the 1970s, when many were passed, most dumps were still burying trash out back, the idea of 'recycling' and 'transfer stations' and 'seperating materials' were still largely on paper.
These days, though, we're used to having two or more bins, seperating at the curb...on the basest level, deposits were a way to socialize the population into a behavior by making it in their interest. Now it's fairly widely accepted, so the original mechanism doesn't make as much sense anymore.
Also, the beverage industry is fighting each state to keep the deposit themselves, but they also often lose. Something like half the states that have it keep 50-100%, and I think all keep at least a portion. In MA, something like 90% of it goes into the general fund, and I think CT splits it with the bev people (tho they'll probably move to take it all).
