They are slow because the car is slow. I know because I had a 81 Civic years ago with a 1,500 cc puny engine. It runs out of breath climbing a hill. Max. speedo is 85 mph. Many an occasions I floored the gas to see the speedo needle reached and stayed at 85 (only on a downhill). But that didn't stop me from nearly getting my license revoked in PA when I was young and stupid.
In tune with the Japanese reliability and fuel economy it stands out head and shoulder above any car during that time. In my 12 years owning the car since new, I had only a water pump went bad. That was it. Gas mileage was consistently in the high 30's to mid 40's. One summer I average 51 mpg driving from NJ to Chicago.
In the end the body gave out and I had to let it go, also typical of Japanese cars....
