To pass a crash test, you need to find a way to absorb the energy of the crash and not pass it on to the passengers. You can either make the car incredibly stiff (too expensive and heavy), or you put in crumple zones to absorb the energy.
So passing a crash test doesn't necessarily mean that the car is stiff or sturdy; it means that it folds up like a bad lawn chair in an accident, but in the right way.
So maybe the cheap, thin metal is actually a clever engineering design decision, to make sure the crumple zones crumple realllly good.
