proper merge lane procedure on jammed interstates?

ok, so I'm driving home today in DC. Specifically, coming northbound on I-495 and exiting onto I-66 westbound. There is a loooong, probably half a mile long merge lane. Thing is, I-66 is completely stopped and backed up. Am I supposed to merge IMMEDIATELY, or rush all the way up the half mile merge lane, and cutting off everyone in that lane effectively? This merge lane is always fairly clear, even in a complete traffic jam.
My theory is that you should merge as soon as possible. Today I stay in the merge lane, BUT I paced the other traffic, so I didn't zoom ahead, instead I blocked the merge lane from people zooming up to the end of the merge lane. This woman behind me was going nuts, making all kinds of hand gestures, etc wondering why I was blocking everyone from zooming up and cutting in. Does anyone else know what I'm talking about? Whats the right thing to do? Merge at the beginning of the lane or the end?
