My local news station did a story about this recently. According to MNDOT (Minnesota Depart of Transportation) the correct procedure is to merge smoothly at the last moment. Utilize the merge lane as an extra lane while available and merge onto the highway when the lane ends.
The reason was to utilize more lanes to alleviate the traffic. Merging immediately causes more traffic and does not effectively use the extended merge lane.
However, the caveat is that most people don't know this and are offended/angered by people who do this causing merging issues (Road Rage). Also, you probably don't want to go 55 on the merge lane while the highway is stopped. This is obviously very dangerous.
So it is correct that you should use the entire merge lane and merge at the last moment. But remember that most people don't know this and will get angered by your "aggressive driving".
