I agree with both sides. Yes stop does mean stop, but from the description it does sound like there are bigger fish getting away...back to the story.
In Miami I watched as a little old man with a cane entered the crosswalk at a busy intersection. A middle aged guy in a Cadillac literally screeched to a halt and into the crosswalk in front of the old guy. There was plenty of room for the Caddy to back out of the crosswalk, but he didn't. The old guy didn't miss a beat. he stepped in front of the Caddy and proceeded to pound the crap out of the hood with his cane, ignoring the blasting horn. After a few seconds he stopped, shook his finger at the Caddy, and proceeded on his way. (I and the others nearby clapped)
