I pursued a fraud claim through Small Claims Court. This involved trips to the county court house to file the claim, to file ammendments to the claim after the defendant's legal representation found loopholes to wriggle out of, four court appearances, another trip to file a wage garnishment after the judgement I eventually won wasn't paid, another court appearance or two for that, etc.
You can try writing to the head office of the tire company with a demand and a deadline for their response, but be prepared to go to court - and a big hassle if the tire company wants to fight with you. Whatever "extra" you may come away with (i.e. a set of gouged rims) will be more than offset by the time/effort that you may need to put into this - don't feel too bad about that or being compensated for your efforts to make things right. Oh by the way and in case you don't realize it, you have already put a few hours of effort into this through your postings here.
Hint: back up those iPhone photos now before you lose them.
