In the insurance world, that is where you are entirely compensated for your loss, and are genuinely in the same situation as you were pre-incident. Theoretically, anyway.
So, in your case, it would simply be a replacement of the wheels with new, or a refinish that could reasonably be expected to be as good as new. And as has been pointed out, you would need a car while this was being done. They would technically be responsible for this also. cheaper to just get you new rims. And regarding the damaged set, you will find that, if they buy new, the old set are a liability, especially in todays scrap market, and you could even charge for their disposal! Ok, i'm going too far...
but yes, email or paper trail (easier with email) is the only way to get attention, and avoid a lawyer like the plague! $200 an hour adds up real fast!
