My brother is a contractor/handyman in the Twin Cities and I do some web and marketing work for him.
Angie's List has become de facto source for customers to post there comments. I think it keeps the service providers on their toes.

The problem with getting referrals from the builder/service provider is that they only give you the good ones. Though they all should be taken with a grain of salt and talking to them yourself is always good.
