It's just a one dimensional measure of performance that doesn't mean a whole lot in the real world. It's like quarter mile times. They don't mean diddly except as a comparative measure that the typical driver is unlikely to experience (assuming they aren't street racing or going to a drag strip)
Much more important --and useful-- are times for the twenty mph jumps in speed we all use all the time, like 30-50, 50-70, or 60-80. Low end power is nice but a fat mid-range is what you use. Some magazines do this stupid thing of 50 to 70 in top gear. This favors automatic tranny cars because they will downshift to 3rd or 4th, and stay there right through 70 in most cars. A manual in 5th is so overdriven it looks like a dog by comparison.
As for when to shift a manual Saab... for best results run it to redline, or maybe a little below.
